A 73-year-old Philadelphia man and his daughter will serve time for a fraudulent medical bill and insurance company scheme that cost almost $5 million, the Philadelphia District Attorney’s Office said today.
Owen Rogal, a dentist, and his 52-year-old daughter Kim, were found guilty of insurance fraud last May.
A grand jury found the Rogals used The Pain Center at 501 South 12th Street to defraud more than a dozen insurance companies by submitted false billing documents for reimbursement. The investigation looked into practices for the last 10 years. The doctors had been performing Radio Frequency Surgery, an intra-muscular procedure that alleviates chronic pain.
Investigators found each surgery valued at around $800 but the Rogals had routinely sought a reimbursement of at least $4,800 for each treatment. They charged insurance companies by using a different billing code. The grand jury alleged the pair pocketed more than $1 million.
Both Owen and Kim were charged withone count of corrupt organizations, one count of criminal conspiracy, 15 counts of insurance fraud, 12 counts of theft by deception, and 10 counts of attempted theft by deception.
Owen Rogal has been sentenced to one to seven years in prison while Kim has been sentenced to up to 23 months of house arrest. The pair last May were facing charges of more than 200 years in prison.
