A Philly cop shot while off-dutyin Overbrookin March2014 was arrested for paying his former brother-in-law to implicate his current wife, who is also a police officer.
Officer Robert Penn, a 25-yearveteran of the force, was shot in his driveway after he returned home from work in the 16thDistrict, police said.
Cameron Kline, a spokesman for the Philadelphia District Attorney’s Office said Penn paid Charles Mays to call the Philadelphia Daily News. Kline said Mays left a voicemail for a reporter claiming he was the shooter, and that the shooting was the result of a domestic dispute between the two married police officers. The paper, Kline said, turned the voicemail over to police.
Penn, 48, is charging with criminal solicitation of a false report, conspiracy and obstructing the administration of law, all misdemeanors.
He turned himself Tuesday.
Mays alsofaces charges in the incident.
Kline said investigators have not charged anyone with shooting Kline. The case is still under investigation.
